In the context of achieving the optimal use of modern technologies, the efficient human element emerges as one of the most important factors on which the Organization must rely on.

From this point of view, we will examine in our study a set of contemporary mechanisms aimed to maintaining national competencies specialized in information technology, as well as attracting and benefiting from migrants competencies, with a view to improve the performance of the national administration and business organizations.
