The post-oil issue in Algeria was put on the agenda in the late 1970s.
Since then, it has not advanced one iota.
Moreover, the Algerian economy sank deeper into its "addiction" to the rent of hydrocarbons.
The article examines the causes of this situation and finds that the three basic conditions for ultimately diversifying the economy have never been brought together.
These are summarized in the conjugation of 3 conditions: the power or the objective potential to do it, the willingness without wishfull thinking, and the know how according to the best practices.
If this prerequisite is removed, the diversification of the economy and its spearhead of nonhydrocarbon exports becomes a question of approach to develop a national strategy in this area, a rather technical approach on which the article provides a synthesis.

La question de l’après-pétrole en Algérie a été mise à l’ordre du jour à la fin des années 1970.
Depuis, elle n’a pas avancé d’un iota.
Bien plus, l’économie algérienne s’est enfoncée davantage dans son « addiction » à la rente des hydrocarbures.
L’article s’interroge sur les causes de cette situation et constate que les 3 conditions fondamentales pour parvenir enfin à diversifier l’économie n’ont jamais pu être réunies ensemble.
Celles-ci se résument dans la conjugaison de 3 verbes : vouloir, pouvoir et savoir.
Si ce préalable étant levé, la diversification de l’économie et son fer de lance celle des exportations hors hydrocarbures devient une question de démarche pour élaborer une stratégie nationale en la matière, une démarche somme toute assez technique sur laquelle l’article fournit une synthèse.
