The concept of security is a crucial concept in the international politics ،it remained desirable target for All parties of the international community ،And its importance became clear after the results of the military clashes in the light of the evolution of the military arsenal with the end of the last century ،As it turns out that it is directly linked to the interests of political units ،and as well as increased strength and expansion of hegemony.

However ،new developments in the international arena after the end of the Cold War emphasized more than ever that the sources of conflict in the twenty-first century will be the cultural and civilizational aspects ،Which impact directly on the concept of security ،which is no longer a means of military clashes ،but transgressed to the cultural aspects ، This changes of the meaning of the concepts has shown up clearly after the events of September 11 ،2001 which turned the concept of security from a rigid concept to Flexible concept.
