Nowadays, stormy dabtes and discussions are being held on the issue of "citizenship" in the various popular, official, media, and academic milieus.

It may seem strange to increase these dialogs and debates on this obsolete idea which emerged in the city of the ancient Greek since over 2200 years, but the continuation of these ongoing debates gives an indication of the presence of a shift in the relationship between the individual and the authority: from the relationship of based on dependency and care, to the relationship of citizenship and participation.

However, to achieve this transition is not easy, but it needs (1) many efforts of struggle and responsibility from the part of citizens, and (2) more knowledge and understanding from the part of the the authority to the transitions undergone by today’s human societies.

These societies; in fact, necessitate the building process of modern societies basically on citizenship and participation in national decision-making, as well as an education which contributes to build awareness of the meanings of responsible citizenship, the rights and responsibilities of citizens, the realization of participation- its skills and values, and knowledge of the State and its institutions.

In the light of what has been introduced, the present paper tries to provide a rapprochement between citizenship and education within the framework of the variables in the Arab societies in general.

This approach require clarification of both concepts before to clarify the relationship between them, and the extent to which the treatments and analyzations of the said the topic match/ or approach the modern concepts of citizenship and education for modern citizenship.

In short, this paper seeks to analyze the following questions:  What is the meaning of citizenship in its modern concept?  What is meant by education for responsible citizenship?  To what extent educational practices in the Arab region match the modern concept of education for citizenship?
