Those that design programs that offer foreign language learners - depending on the nature and characteristics of these learners, their needs, motivations, interests and purposes - have a requirement to build a clear conception of each program before it is prepared; to consider the characteristics of the learners' descriptions for content, evaluation tools and developmental standards.

This research seeks to classify language programs in the field of teaching Arabic for non-native speakers and then to determine the basis of each program and its points of view, via a set of advantages and standards based in the literature of the teaching of foreign languages
