Algeria dependent from decades untilthe present time on fuels as a primary source for the financing of economic and social development projects in the country,Fuels accounting for 97 % of exports, while oil taxes represents 64 % of the State's general revenues, but oil prices fluctuated and continued instability known by crises and wars… etc, and that's what the impact on the resources of the country and especially in the last decade.

Local authorities are considered as institutions that represent an extension of the authority of the state and its development policies at the local level, and to achieve the desired local development must be subjected to adequate and sustainable funding sources.

This article aims to attempt to demonstrate the impact of declining oil prices on the state budget, as well as the impact on the financing of local communities, as well as an effort to provide solutions to the problem.
