The development in Islam means to achieve rights through his work increasing degrees of control over the resources available in the universe and which he has put his service to the Almighty, development is a process that is comprehensive and balanced, and aims to provide a good life for all members of society.

The research in the field of local development is closely linked to examine the local financial resources needed to make it a success, this success sought by all advanced countries whether developed or developing, and to provide a better standard of living for the people by achieving economic and social progress.

The Islamic approach to development has the basics and principles and formulas rely on financing for development is different from the curriculum situation, and may we decided through this paper the need for an integrative role between the Waqf and Zakat in the financing of local development addressed.
