As a result of these developments it was circulating among some of the forces that States have the right to militarily intervene in other countries in order to suppress serious violations of human rights and others work on the pretext that this intervention will be based on the license issued by the Security Council in accordance with the provisions of Chapter VII of the Charter of UN, then evolved justifications for the establishment of intervention on the idea recently due to reach the most dangerous idea of all of the above and are the responsibility of the international protection of civilians, So this study is trying to exposure to the problem of humanitarian intervention and its effects on the logic of sovereign states.
