The evaluation system of profitability plays an important role in administrative life, whether for the functionary, where it can evaluate his suitable and weakness points on his profitability, or for the administration, where it constitute an indicative support in order to managing the professional track of her functionaries.

So we can say that the evaluation system of profitability constitutes an angle stone in the public function.

The importance of this system, impulses the Algerian legislature to fix it within the status concerning about the public function, and makes it the pivot of the professional track.

Thus, it has been attached an important legal effects, and covers it with certain number of legal guaranties which can insure its effectiveness and guides it to attainment the define objectives.
