The International Commission responsible for Intervention and State Sovereignty answered the questions of the Secretary-General of the United Nations in this regard, through the innovation of the idea of the responsibility to protect, which tried through it to reconcile the principle of State sovereignty and duties of the international community to protect the direction of civilians, which must not remain indifferent in the case of committing terrible crimes such as war crimes, and crimes against humanity, and the crime of genocide and the crime of ethnic cleansing.
