The issue of human rights has taken an international dimension from entering the Charter into force in October 1945.
The Charter had created bodies to protect human rights, known as organs emanating from the Charter.
Also the international conventions of human rights have created monitoring tools , evaluation and verification of complaints.
Practice has proved the inadequacy of these mechanisms to provide the necessary protection; to address the shortage, experts suggest new idea to avoid this shortcomings.

La question des droits de l'homme a pris une dimension internationale depuis l’entrée en vigueur de la Charte des Nations-Unies en Octobre 1945.
La Charte avait créé des organes pour protéger les droits de l'homme, connus sous le nom des organes émanant de la Charte.
Aussi, les conventions internationales des droits de l'homme ont crée des instruments de suivi, d’évaluation et de vérification des plaintes.
La pratique a prouvé l'insuffisance de ces mécanismes à assurer la protection nécessaire…pour y remédier, les experts ont proposé de nouvelles idées.
