The OECD Anti-Bribery Convention establishes legally binding norms to make bribery of foreign public officials in international business transactions a criminal offense.
It also provides for a number of measures to enable its provisions to be effectively implemented.
It is the first international anti-corruption instrument targeting the "offering" of bribes to foreign public officials.
But in the context of the current globalization, the effectiveness of the convention in the fight against international corruption requires a political determination of the member countries to transform their commitments into action.

La Convention de l’OCDE sur la lutte contre la corruption établit des normes juridiquement contraignantes tendant à faire de la corruption d’agents publics étrangers dans les transactions commerciales internationales une infraction pénale.
Elle prévoit également un certain nombre de mesures permettant une mise en œuvre efficace de ses provisions.
Il s’agit du premier instrument international de lutte contre la corruption ciblant « l’offre » de pots-de-vin à des agents publics étrangers.
Mais dans le cadre de la mondialisation actuelle, l’efficacité de la convention dans la lutte contre la corruption internationale exige une détermination politique des pays membres pour transformer leurs engagements en actes.
