English Abstract

The world today knows many variables in various fields, political, economic and social which is reflected on the lives of human beings and their role in society and in political and economic system, it can be said that today's world is the world of public relations, which became the theme of the times as a tool for communication, public relations importance in the definition of an institution and a tool to build a mental picture of the institution or the administrative apparatus, it is also a tool for exploring the future through strategic planningThrough this paper we are trying for the most important surrounding the subject aspects addressed, such as management of public relations within the public institution as part of its organizational structure and because it is not only administrative activity, but is an activity essentially a contact, and objectives of public relations within the public institution, in addition to the communication philosophy of management as one of the most important principles which is committed to the implementation of its business
