Abstract EN

The concept of "e-Govemment" refers to the use of information and communication technologies and their applications in order to provide information and services for Citizens, and it is applied to achieve many benefits and improve the state departments' performances It is worthily noted that e-government is not only technological applications, but also social solutions aiming at giving more performed services with less effort, money and time.

Given the extent of its effectiveness in the performance and the provision of electronic services, e-Government has become a necessity for any society in the e- World to establish good governance.

Since 2003, the United Nations, through its specialised agencies has founded frameworks for the application of e-government and developed indicators to measure the extent of the application through the so-called " E-Government Readiness".

From then to 2010, many reports of the United Nations, have drawn a set of indicators for the readiness of countries for e-govemment, namely: the index of infrastructure for communications, the index of human capital, a pointer to websites of governments, in addition to "e-participation index".

The Arab countries have been hardly trying to apply the process of e-govemment to benefit from its advantages, the mismatch of the great strides are made in this area; and some countries are still in the pilot phase.

More time is still needed for the overall e-government to become realities in these areas of the glob, due to the digital divide as well as to demographic and technological infrastructure which differ from one Arab country to another.
