The Japanese policy toward the Arab world has noticed a major shift after the October War 1973, especially after the Oil shock when the Arab states decided to use oil as a weapon in the battle against Israel and its Supporting countries It is not possible to separate this shift away from the shocks of Nixon which had a clear reflection in the Japanese economy, as reflected in the Japanese press during that period, and its effects on the Japanese economy.

The crisis had drawn the government and businessmen’s attention as well as the community to the need of opening up to the Arab world and to establish direct relations with oil countries, a shift which was considered great by the observers since the American occupation in 1945.
