The contemporary global development in the field Of economy and communication technology and cognitive, intercontinental revolution, imposed on instruction and educational institutions to adopt new perceptions and modern Vision in governance and achieve better efficiency and performance of the institution.

Despite the achievements of the philosophy of total quality management of change in mentalities and their contribution in the development of the institutional performance, they remain hampered by many obstacles, particularly those relating to the organizational culture prevailing, and the nature Of the problems faced by the educational system in Algeria.

This article tries to reveal the contemporary development made in the field Of measuring the effectiveness Of educational institutions, and propose the institution's project as a model to measure the activities of the institutions out of improvisation in the management and rationalization of educational action to respond to the aspira- tions and objectives of the future school.
