Differences between degrees and the strongth of internal armed conflicts helped to create different kinds of harmes and crimes which motivate the application of international humanitarian law.

The principal aims of this law is to diminish from the harms of armed conflicts and analyes their results by creation “the rules of international responsibility “ to reform all harms that caused by armed conflict.but really the world witnessed a great anarchy on authority which leads to fail in the application of the principales humanitarian law among of them substitution of harms conflict .
