Through this research, we aim to study the reality of the new reforms in Algeria's higher education sector, a system that has been challenged facing institutions of higher education, and the most important efforts made in this context, as well as the achievements of this system The obstacles to its success and mechanisms to narrow the gap between the theoretical underpinnings and the procedures for its application are, in fact, a first step in a real diagnosis of the origin of the problems of this system, which is not a mere system but is not adapted to the privatization of culture in institutions of higher education In Algeria, this requires the building of a culture of orientation towards the improvement of higher education and not just the application of everything that is new, in order to ensure quality in the tertiary sector so as to serve the development requirements of Algeria in its various dimensions.
