Abstract EN

In recent years, there has been a trend towards massive adoption of smart cards in several areas, including the field of electronic payment.

The transition is justified by the characteristics that this type of cards offers in terms of cost, which has considerably decreased, and security against fraud that becomes a main concern with the use of traditional electronic cards (magnetic stripe cards).

Algeria, who could not escape this trend, is trying, through several projects, to introduce smart cards as a secure and efficient modern way of managing subscribers and their transactions.

Among these projects, we notice those that “Algerian Post Company” has been planning to adopt and offer to its customers (more than 10 million); such as the electronic cards for money withdrawal and payment.

This project, which began around the end of 2005, was stumbling during the realization phase, and several analysts and managers of the company stated its failure.

This failure is linked as well to other areas such as information and communication technologies with the project “Osratic”: the provision of Internet to 6 million subscribers, and the “Technology Park” project of Sidi Abdellah-Algiers.

In this article, we try to critically analyze the causes of this failure and make a comparison with another successful project: the project “OPUS” cards in Public Transportation in the province of Quebec-Canada, and end with remarks that will allow us to understand and learn from our shortcomings in “Project Management”
