Abstract EN

Public procurements in the Algerian legislation is one of the most fertile areas of public money and management expenditure, so it had an effective regulatory subject regime, what interests us in this study is the administrative control of its role in ensuring the quality of ensuring performance, and verifying the implementation of what has been planned with high efficiency, its control management works on giving alert about the expected deviation and prevent it to be assessed in accordance with the standards implementation.

So through this study we review various degree of administrative control over public deals process under Presidential decree 15-247 and devote adequate protection and the effective functioning of public money, from IOS opening committees and evaluating proposals to external control by a central public transaction commissions ,and discretionary oversight (control) exercised on administrative decentralization
