The study aims to show the role played by ICTs in the process of human resource management as a very necessary process that must be adopted within the Algerian institutions, whether administrative or profitable.

The study aims also to the process of human resources management which is considered the basis that institutions and States seek to pay attention to achieve their desired goals.
