The of the common heritage of humanity is one of the principles developed in international law, which arose in the wimp of international law and constituted a revolution in legal concepts, particularly in the international law of the sea.

And it has brought dreamy aspirations specially to developing countries by making the exploitation of the international zone that contain ting the resources of the whole humanity in accordance with symbiotic system.

But this system soon collided the will of the major industrialized countries, which they found in the agreement of July 28,1994, a legal tool to transfer the principle from its concept of symbiotic to a strict business concept.

It made it return steps backwards.
