it is noted that there is a significant decline in the inputs and outputs of scientific research in Africa, since the economic and political conditions experienced by the African countries disabled them to pay attention to scientific research.

there is a remarkable low expenditure on scientific research in Africa, making it far from the world standards in terms of quantity and quality.

this paper aims to bring the attention of Africans towards scientific research, in terms of priorities and in terms of expenditure.

this study is based on the hypothesis that the actualities of Africa will only change by increasing investment in scientific research.
