The economic crisis in Algeria since the eighties of the last century has contributed in the degradation of the living standards and the deterioration of social conditions.

it caused a deep and radical changes in the economic sphere.

Accordingly, the state is obliged o review its role in the economic domain through the abandon of central administrative management, which is based on legal rules conforming the new world recognizing the liberation and the adaptation of the trade.

However, this unusual character of the state in the exercise of public authority, or what is known as the powers of economic control, does not deny its submission to the judicial control as known principle based on legislative and constitutional norms, despite of the which is done by presidency and administrative tutorial.
