Abstract EN

Local administration represents the essential block in the political and administrative structure of the contemporaneous state.

It is the most effective instrumentality that fulfills the objectives of local development and delivers its fruits to different provinces of the country, and it is also the optimal tool that realizes provincial balance and control of the domestic migration, settles and stabilizes the population and activities.

To bring about these great, heavy and enormous objectives, the appropriate financial, material and demographic capacities are required in order to practice its competences quite freely and independently.

Local administration can only do so through the proficiency and efficiency of its self-sources, namely the financial resource.

Yet, the actual reality of the most local administration units in different countries of the world including Algeria such as the delicate self-sources makes it indispensable to deploy other supplementary means like the central governmental aids, borrowing, joint activities or innermost solidarity.

The present study focuses on the issue of solidarity among the local administration units for the purpose of presenting its significance and role in the enhancement of the local administration efficiency and proficiency.
