This study discusses the issue of a foreign language in Arabic education and its impact on the renaissance and national development.

The study depends on the modern cultural perspective on the language and its role in the human development and also on how the linguistic dependency leads to the disintegration of the social fabric and the migration of competencies and neglect of sustainable development.

In this study, the linguistic reality is also reviewed with a very detailed analysis based on other linguistic experiences, and the current Arab experience to understand the mechanism of linguistic planning between the reality and expectations.
