In siting research nuclear reactors, as well as for power reactors, serious considerations must be given to minimize the effects of the site on the reactor and the reactor on the site, i.e.

the effects of extreme external events, both natural and man-made (earthquake, floods, air crashes, chemical explosions, external human induce events etc.), and the potential impact of the reactor on the environment.

Because of the relatively small power, core size and fission product inventory of research reactors in comparison with power reactors, postulated accidents will normally result in relatively small releases of radioactivity to the environment.

Exceptionally large research reactors could possibly release an amount of radioactive materials not much different from power reactors.
