Under the amendment of the Jordanian Criminal Procedures Code 2017, a new decision was issued, granting the authority to issue it to the competent public prosecutor, named keeping papers decision.

As stated in a detailed statement regarding the identification of special and exclusive cases for the issuance of unknown actor of the crime then if the complaint devoid of its causes and if the evidences presented does not support it, It was found that the decision of keeping papers is an administrative decision owned by the Attorney General when any of above reasons are available.

In a non-obligatory manner, the purpose of the decision is to reduce the burden of the criminal justice system to the consideration of countless cases of its consideration, and that through its concept and nature, Is subject to the approval of a higher judicial body who is the Attorney General, who has the ratification of the Attorney General's decision to keep papers or its dissolution and the completion of appropriate investigations in the criminal case.

In general, the amended law was limited to determining the special cases for issuing the decision to keep papers on the one hand, and granting the Attorney General the power to keep it.
