This study addresses the problem of the absence of a term for the (fifth rule), which full under the foundation(principle) of the consideration of the consequences of behavior (Almãal) at Shatibiy in his book (Al muwafaqat), and reveals the negative results of this, by indicating the importance of the term Theoretical and methodological, and then tracking (induction) the reality of dealing with the (fifth rule) in ancient studies and contemporary, and after consideration and evaluation of that reality, the study made and presented its own try at it, supporting them with the necessary arguments and justifications.integrate them into the economies .of the rest of the other countries of the world
