The right of individuals to access to information is one of the fundamental rights guaranteed by international charters and conventions adopted by many constitutions, both the constitutions of developed countries as the first to ratify the principle of the right for citizens to get information, as well as the constitutions of developing countries that began relatively late in establishing this right.

The citizen's right to obtain the administrative information is a fundamental because of the existence of the relationship between the exercise of this right and the participation of citizens in managing public affairs through the embodiment of the principles of opening the public institutions and the consecration of transparency principle in its work
