Abstract EN

This study came from the importance derived from the emphasis on the concept of housing and housing programs, where the housing problem is consider mobile problem and associated with economic and social developments, not only to meet the housing need but to meet the changing living requirements.

Housing integrates economic, social, planning and institutional aspects, and any deficiencies in it leads to dysfunction and an imbalance in housing plans and programs.

The search discussed through the question raised in the research problem which is: Have housing indicators been achieved through housing policies and programs, and what their impact on the spatial development of the city, proceeding from the assumption that: these indicators effects in activating the spatial development of the Iraqi city.

In the theoretical framework, the first chapter consisting of three topics, where the first topic dealt with the concept of residence, housing, and the challenges accompanying housing operations, while the second topic dealt with housing policies and programs "concept and fundamentals ", the third dealt with some Arab and international experiences in the current housing policies and programs.

The second chapter covered the reality of the situation and the housing policies of the Al -Najaf city.

Research concluded that there is a varying weakness in infrastructure services between two residential complex in addition to the delays in the completion of housing on time which reflected negatively on the reality of living of families as a result of bearing the burden and costs of termination.

The most important recommendations of the study are the need to integrate the planning process for the development of cities within housing policies and programs established with the economic and social aspects in order to achieve the desired objective of those programs in community development and sustainability of the spatial and temporal development with the reality of life of the population.
