The management of the international crisis is experienced by most researchers in three stages; the pre-crisis phase, which threatens the crisis.

The stage of dealing with the crisis; This is the main focus of the crisis management concept, with the crisis management team using its delegated authority and applying the established plans.

The post-crisis phase, the stage at which the effects are contained when the crisis occurs, and the treatment of those effects are an important part of the crisis management process.
