The study deals with the mechanisms set by the Algerian legislator ,which were designed to provide housing and thus reduce the crisis of scarcity .These mechanisms are to give legal guarantees to the owners of vacant housing in rent ,as well as to allow those who have the right to rent ,whether individuals or institutions to waive this right ,And to prevent the speculation not to allow the conduct of transfers of ownership in a significant period.
