Abstract EN

This paper addresses one of the most important issues in a post bipolar world: the impact of state failure on human security.

"Failed States" are those suffering from institutional fragility, therefore, they become unable to assume its responsibility toward its citizens and international society.

As a result, they turn up to a space that lacks authority and the rule of law; a structure unable to satisfy the basic needs of individuals and even their very existence but also their moral needs, as the core of "Human Security" is the security of individuals (inside/cross-countries borders).
