The transformations in world politics have contributed to changes in a range of values and orientations, where many of the new threats reduce the strength and the state’s entity, however, these changes also made sovereign borders obsolete, especially in light of the openness to the principles of globalization.

Among these threats are global environmental changes, and water is one of the threats that has a role in influencing the security and stability of the state.

It also affects the security of humanity, particularly with regards to the security of the individual rather than the security of the state.

This is what the human security approach presented as a new entrance in the security studies, which aims to embody human security by protecting the rights, freedoms and dignity and freedom from want or fear.

Therefore, water security has become one of the dimensions of human security.

So, water security has become one of the dimensions of human security, which has increased its attention, especially in light of the water governance approach which aims at achieving water sustainability for all societies.

Therefore, the central question of this paper is: To what extent can human water security be achieved under the water governance agenda?.
