In a few years, the heritage has become of economic, cultural and social interest credible for several countries; Algeria is one of these countries, in particular the city of Constantine which possesses a historical inestimable value.

Throughout its history, it was occupied by several civilizations, mainly Roman, Vandal, Byzantine, as well as different Arab-Muslim dynasties, Ottoman and finally French from 1837 that irreversibly marked it.

"Constantine Capital of Arab Culture 20151" was a real opportunity to manage and enhance this heritage.

Several operations (rehabilitation, renovation, reconversion, etc.) have been launched within the framework of this program.

The main objective of this program was to safeguard and enhance the architectural and urban heritage of the city, unfortunately the reality is quite different, these operations proved to be inefficient, whether in terms of cost / time / Anticipated costs and timeframe), or in terms of quality of work completion.

To illustrate this, and through a critical analysis allowing us to highlight the role of management of operations on the heritage, we will present a case study illustrating the obvious lack of management and consequent results.

It is actually the “medersa” of Constantine
