Arabic Abstract

هدفت الدراسة إلى توضيح الإستراتيجية التي انتهجها الرئيس باراك اوباما في منطقة الشرق الأوسط طيلة سنوات حكمه (2009م -2017م) و التركيز على المتغيرات التي افتتح بها عهده مبشرا بتبني استراتيجية مد يد التعاون لأكثر من طرف دولي، في مقدمتها دول الشرق الأوسط، لذا تطلعت دول المنطقة أن يطال شعار التغيير دولهم و المنطقة بشكل عام.

إن الإستراتيجية الأمريكية الجديدة في الشرق الأوسط مثلت سلسلة من الأهداف سعت إدارة الرئيس أوباما لتحقيقها نتيجة للتراجع في نفوذ وتأثير الولايات المتحدة بسبب السياسات الخاطئة التي اتبعت خلال إدارة الرئيس بوش الابن، و التي فرضت على أوباما أن يبادر للتعامل في سياق استراتيجية متكاملة تقوم على مواجهة عدد من القضايا الجوهرية التي حدثت في المنطقة.

تتلخص هذه القضايا في عدة أمور أهمها : إنهاء التواجد العسكري في منطقة الشرق الأوسط و استبداله بترتيبات أمنية و سياسية تبقي على قدر معقول من المصالح المتبادلة بين الطرفين لا سيما بتنامي القوة الإسرائيلية و قدرتها على الدفاع عن نفسها في ظل الخلافات العربية، و تحسين صوره الولايات المتحدة بالحد من ربط الإرهاب و التطرف بالإسلام و إحياء عملية السلام الشرق أوسطية مع توجه الإستراتيجية الأمريكية تجاه شرق أسيا وفقا لما تتطلبه المصالح القومية الأمريكية.

و خلصت الدراسة إلى إن للاستراتيجية الأمريكية موقفا ثابتا تجاه الشرق الأوسط ولن يتغير هذا الموقف تغيرا جذريا في ضوء تغير الإدارات الأمريكية، سواء الذي يسيطر على البيت الأبيض الحزب الجمهوري أو الحزب الديمقراطي.

English Abstract

The Study aimed at illustrating the strategy led by president Barak Obama in the Middle East Region during years of his government (2009-2017) and concentration on the changes by which he commenced his reign Opti misting the strategy of lending a hand of cooperation to more than one international party introduced by the Middle East ; therefore the states of the region aspired that change will touch their states and the region in general.

The new American strategy in the middle East represented a series of objectives, the president Obama's administration sought to achieve them in the as a result of retreat in sovereignty and influence of the United States because of the mistaken policies followed during president Bosh or, that were imposed on Obama to initiate.

Dealing in the context of integrated strategy performed on confronting a number of essential issues occurred in the region.

These issues are summarized in numerous things, the most important of which are termination of military existence in the Middle East region replacing it with security and political arrangements remaining a sensible sum of mutual interests between both parties, especially the growing of the Israeli power and its ability to defend itself in the shadow of the Arab disputes, and improving the picture of USA by limiting connection of terrorism and extremism with Islam, and a living the Middle East peace Process and trending the American strategy towards East Asia in accordance with requirements of the National American interests.

The study deduced that the American strategy has a firm stand towards the Middle East and this stand will not change rootle in light of American Administrations change, either who dominates the White House the Republican faction or the Democratic one.
