Arabic Abstract

بحثت هذه الدراسة في الأزمة الليبية و تداعياتها على دول الجوار مصر و تونس، و هدفت الى البحث طبيعة الأزمة الليبية و اسبابها و مدى تفاقمها داخليا، و امتداد الأثار السلبية لتلك الأزمة لتطال في الدول المجاورة و التي قد شهدت بالتزامن أحداثا مشابهة.

و عمدت الدراسة في فرضياتها الى وجود علاقة ارتباطية بين تداعيات أزمة دولة ما و انعكاساتها على الشؤون الداخلية لدول الجوار.

اعتمدت هذه الدراسة على المنهج التحليلي التاريخي، و المنهج الوصفي التحليلي، و المنهج القانوني، من أجل التوصل لإجابات أسئلة الدراسة و اثبات فرضياتها.

و خلصت الدراسة الى إن ثمار الربيع العربي جاءت بخريف اقتصادي و خلل أمني و فشل داخلي طويل الأمد، جعل من الصعب تحسن الأوضاع و تحسن قدرة تلك الدول على النمو و التوجه نحو مستقبل يحمل معه واقعا لطالما حلمت به تلك الشعوب.

كما بينت هذه الدراسة إن الأزمة سوف تستمر على الصعيد الليبي أذا لم تتفق جميع الإطراف على جعل المصلحة الليبية هي الهدف الأول، و العمل على ايجاد حلول جذرية لحل تلك الأزمة، و التي من أهمها هو حسم شرعية السلاح، و تحديد قيادة عسكرية مقبولة من كل الأطراف المتناحرة، و تحديد جيش يشمل جميع الأطراف، و حسم نشاطات المليشيات المسلحة، مع وجود ضمانة تلزم كل الأطراف بالالتزام بتنفيذ الصيغ و الأهداف المتفق عليها.

English Abstract

The study examined the Libyan crisis and its repercussions on the neighboring countries of Egypt and Tunisia, and aimed to examine the nature of the Libyan crisis and its causes and extent of internal aggravation and the extension of the negative effects of the crisis to neighboring countries which faced similar events.

The study hypothesized that their existence of a correlation between the crisis repercussions of a country and its implications on the internal affairs of neighboring countries.

This study was based on the historical analytical approach, analytical descriptive approach, and legal approach.

In order to obtain answers to the questions of the study and prove its hypotheses.

The study concluded that the results of the Arab Spring cause economic fall, security imbalance and long-term internal failure Made it difficult to improve the situation and improve their ability to grow and move towards a future that carries with them a reality long dreamed of by these peoples.

The study also showed that the crisis will continue on the Libyan level if all the parties do not agree to make the Libyan interest the first goal and work to find radical solutions to dismantle the crisis, the most important of which are, respectively, resolving the legitimacy of the weapons, determining acceptable military leadership from all the warring parties, an army acceptable to all parties and a resolution of the activities of the armed militias with a guarantee that obligates all parties to abide by the implementation of agreed formulas and objectives.
