English Abstract

The research identified the characteristics of successive financial crises facing UNRWA, identified the CSFs for UNRWA funding crisis management, and assessed their implementation.

The research used the analytical descriptive approach to meet the objectives, it surveyed the senior staff in UNRWA Gaza Field Office, and HQ-Gaza where 116 questionnaires were distributed to the entire research population, and 101 questionnaires were received with a response rate 87.1%.

The research proved that there is a statistically significant relation between Crisis Management CSFs (Effective Planning, Resource Mobilization, Effective Communication, Leadership, Decision Making, and Information System) with UNRWA Funding Crisis management effectiveness, and the results inferred that UNRWA applies the crisis management and most of its CSFs in a good way which should continue and improve, and that was manifested by UNRWA success in narrowing the financial deficit from US$446 million at Jan.

Based on results analysis, the research provided a set of recommendations with action plan which includes: expanding the participation to all administrative levels throughout the planning life cycle, focusing on the development of resource mobilization sustainability and quality, maximizing the efforts to diversify donors’ base and strengthening traditional donors’ partnerships, developing communications strategy to keep connected with all stakeholders with special attention to staff and refugees, emphasizing on reduction of tension and raising morale during crises, meeting the communications and information needs of stakeholders affected by the decisions as well as expanding their participation and consultation, building data warehouse to integrate data from different sources in the Agency, leveraging the Enterprise Resource Planning Business Intelligence to provide actionable information, running annual political and financial risk/opportunity assessments, and developing proactive crisis-management strategy to undertake preventive and/or corrective actions in line with a long term vision.
