This research is the study of human capital and the role it plays in the production of ideas new, innovative and creative.
This study is through the higher education and scientific research sector.
The data were collected from the website of the Ministry of Higher Education and Scientific Research of Algeria.
The study is conducted by using a very large data set.
It covers a monthly time period of 2004 and 2015.
The data showed the importance of the human element in the production of new ideas and consequently lead to the process of creativity and innovation
