The purpose of this research is to study the factors contributing to the complete quality after showing the complete philosophy that works butting the hand on everything that stops it working which can be restricted by the clear factors such as the economic, social and geographical factors and hidden factors hidden behind apparent factors which is described as a more dangerous in applying complete quality which can be restricted in terms of the group that effects it such as the factors that affect education administration and the factors effecting the education environment and others that affect curriculum and others by the teacher himself
