Abstract EN
The efficiency of organizations, primarily rely on the efficiency of the human element, and its success depends on finding the best human elements in order to adjust the performance and achieve strategic goals.
In an atmosphere of new work and the promise of variables led to the inevitable development of management thought and of human capital organizations, ( its human resources) Particularly those associated sound selection and training consistent with the main strategy of the organization as well as continuous training systems based on the concept of total quality management and performance and the need to develop an integrated system for human resources information.
This research aims to demonstrate the necessity and importance of measuring the performance of human resources through the definition of " Balanced scorecard human resources" as a tool to measure the effectiveness of modern human performance in modern organizations, and its role in turning the strategy into effective program of action, and then try to build a model to measure the performance of employees at the Bank of Agriculture and Rural Development in Tlemcen, according to the entrance of Balanced Scorecard, As the entrance to a modern management and human resources planning, and the entrance to the development of work systems within organizations.
