Arabic Abstract

الغرض: تعتمد المشاريع الانشائية على مشاركة العديد من الأطراف ذات العلاقة وذات التوجهات والمصالح المختلفة وذلك من خلال العمل ضمن إطار محدد كفريق واحد، حيث يقوم كل طرف بتنفيذ الدور المنوط به ضمن الفريق و يسعى لتحقيق الهدف الخاص به، إلا أنهم جميعا متفقون على تحقيق الهدف الأساسي للفريق ألا و هو تحقيق نجاح المشروع.

التركيز: ركزت الدراسة على الأطراف المشاركة خلال مرحلة ما قبل العطاء في مشاريع المباني في قطاع غزة، وحيث تعتمد المشاريع الانشائية بشكل عام على تمويلها من خلال التمويل الخارجي حيث ظهر من خلالها المانح كشريك أساسي في المشاريع الإنشائية في قطاع غزة، حيث تنحصر الدراسة على دور المانح و المالك الاستشاري كأطراف أساسيين في المشروع خلال هذه المرحلة.

تعريف: تكامل الأدوار: هو دمج للمؤسسات والتخصصات المختلفة للأطراف ذات العلاقة وذات التوجهات والمصالح المختلفة للعمل ضمن إطار موحد كفريق واحد للعمل على هدف موحد وهو تحقيق النجاح للمشروع.

منهجية البحث: اشتملت منهجية البحث على الوصول إلى العديد من الدراسات والأبحاث السابقة المتعلقة بمجال الدراسة والذي تم من خلالها استخراج العوامل المحددة وتصميم استبانة وفق منهج القياس الكمي، ومن ثم تم توزيع مائة و اثنان وثلاثين استبانة وتم استعادة مائة و ستة عشر منها بنسبة استجابة بلغت قرابة 87.9%.

ومن أجل الخروج بنتائج ذات قيمة تم عمل تحليل للبيانات المحصلة بطرق التحليل الكمي مثل الوزن النسبي والتحليل العاملي ومعامل بيرسون وغيرها وذلك باستخدام برنامج التحليل الإحصائي SPSS.

النتائج: أظهرت نتائج تحليل العوامل خلال فحص النظرية الأساسية للبحث وهي "وجود تطبيق تكامل الادوار من عدمه" نتيجة موجبة مما يعني وجود تطبيق لتكامل الأدوار بين أطراف المشاريع الانشائية على مستوى المانح و المالك و الاستشاري إلا انه وجد درجة من التفاوت بين وجهة نظر كل طرف حيث كانت نتائج المؤشر RII حسب المالك والمانح و الاستشاري بالترتيب كالتالي 73.3، 76.5، 78.4 حسب التحليل الإحصائي اما المؤشر العام كانت قيمته 75.98، و قد أظهرت نتائج التحليل خلال فحص نظرية "تأثير وجود قسم خاص بالتنسيق بين الأطراف" نتيجة سالبة، مما يعني عدم وجود تأثير لوجود قسم خاص بالتنسيق بين الأطراف في مشاريع المباني في قطاع غزة.

English Abstract

Purpose: The construction projects depend on the participation parties whose working within a specific framework as a one team.

Each party fulfills its assigned role within the team and seeks to achieve its goal, but all agreed to achieve the main objective of the team which is to achieve the success of the project.

Focuses: Parties involved in the pre-bid phase in the building projects in Gaza Strip, where the construction projects generally depend on external fund, donor has emerged as a major partner in the construction projects ,The study focuses on the role of donor, owner and consultant as the main parties in the project during this phase.

Definition: Integration of roles: It can be defined as merging of different institutions and disciplines of relevant parties with different orientations and interests to work within a unified framework as a team in order to achieve success of project.

Methodology/approach: The research methodology includes access to many previous studies and research related to the field of study, where the specific factors are extracted and the questionnaire is designed according to the quantitative measurement method, a hundred and thirty-two questionnaires are distributed and a hundred and sixteen of them are given back with a response rate of approximately 87.9%.

In order to produce results of value, an analysis of the data obtained is analyzed by Statistical Package for Social Science (SPSS).

Results: The results of factor analysis during the examination of the basic theory of research, which is , "the existence of the application of integration of roles or not," shows a positive result, which means that there is actual application of integration of roles between the parties of the construction projects at the level of the donor, owner and consultant.

However , there is a deference in the perspective of each party , the results of the RII index according to the owner, the donor and the consultant are in the order of 73.3, 76.5 and 78.4 according to the statistical analysis.

The general index is 75.98.

The results of the analysis during checking the theory of “ the effect of existing a special department to coordinate between the parties” shows a negative result , , which means that there is no effect to special department in coordination between the parties in building projects in the Gaza Strip.
