Arabic Abstract

الغرض من الدراسة : مشاريع الإنشاءات الضخمة هي عبارة عن مشاريع بنية تحتية أو مشاريع كبيرة في التكلفة التي تحطى بدرجة عالية من الاهتمام العام أو مصالح سياسية بسبب الآثار المباشرة وغير المباشرة كبيرة على المجتمع والبيئة، وميزانية الدولة.

استنباط وتقاسم معارف البداء من المشاريع الضخمة الحالية أمر أساسي لتجنب فقدان النجاح في صناعة البناء و التشييد الدروس المستفادة هي المعرفة المكتسبة من التجربة الناجحة أو غير ذلك، بهدف تحسين الأداء في المستقبل.

يهدف هذا البحث إلى استخلاص الدروس المستفادة من مشاريع البناء الضخمة الحالية مشروع جامعة الأزهر ) و تحديد العقبات الرئيسية وتحسين إدارة وتنفيذ المشاريع الضخمة.

و هذا سوف يساعد أصحاب المشاريع و شركات البناء للتغلب على أوجه القصور في تنفيذ المشاريع الكبرى في قطاع عزة.

منهجية البحث : تم اعتماد منهج بحث كمي و كيفي بحيث تم استخدام استبانة لجمع المعلومات من عينة محددة وممثلة تم توزيع 70 استبانة على بعض العاملين في جامعة الأزهر الذين عملوا في تنفيذ هذا المشروع.

تم تحليل البيانات التي تم جمعها باستخدام برنامج SPSS22 ) ) باستخدام مجموعة من الوسائل الإحصائية و التي تشمل متوسط الدرجات و الانحرافات المعيارية و مؤشر الأهمية النسبية، و مؤشر التأثير.

أجريت مقابلات مجهزة الأسئلة مع مديرى المشاريع للتحقق من نتائج الاستبيان.

و جرى تحليل النتائج من المقابلات وصفيا.

نتائج الدراسة : النتائج كشفت أن مشاريع البناء الضخمة تواجه العديد من التحديات التي تعوق تنفيذ و إدارة هذه المشاريع اتضح أن نقص السيولة رأس المال الكافي للمقاول، الافتقار إلى الوضوح و حالات التأخير في اتحاد القرارات، و قلة خبرة موظفي المقاول في تنفيذ المشروع، سياسة المالك في تقييم العطاءات بالاعتماد على أقل الأسعار و الحصار، إعلاق المعابر و حدوث عمليات التوعل و العارات هي العقبات الرئيسية التي تواجه مشاريع البناء الضخمة في قطاع غزة.

العوامل الرئيسية المقترحة لتطوير تنفيذ مشاريع البناء الضحمة هي فهم وثائق المناقصة خلال تسعير العطاءات و التنفيذ، و التعاقد مع موظفين إداريين و فنيين و مهندسين مختصين بخبرة و كفاءة عالية، و تسهيل توريد المواد من الخارج إلى المقاول، و اختيار نوع العقد استنادا إلى طبيعة العمل.

قيمة الدراسة : استخلاص الدروس المستفادة من مشاريع البناء الضخمة يعتبر الدراسة الأولى و الفريدة في هذا المجال في القطاع عزة".

النتائج سوف تكون دليل للمالك و للمقاولين لتطوير الممارسة الحالية المتمثلة في تنفيذ المشاريع الضخمة و تجنب العقبات الرئيسية التي توجد في الوقت الراهن.

English Abstract

Purpose : The mega-project is “major infrastructure projects or projects of a significant cost that attract a high level of public attention or political interests because of substantial direct and indirect impacts on the community, environment, and state budget.

Capturing and sharing the construction knowledge from the current mega projects is essential to avoid losing vital corporate knowledge assets in the construction industry.

The lessons learned are the knowledge gained from experience, successful or otherwise, for the purpose of improving future performance.

This research aims to extract the lessons-learned from current mega construction project (Al-Azhar University) and identify the main obstacles and improvement of implementing and management the mega projects.

This will help the project owners and the construction companies to overcome the limitations in implementing the mega projects in Gaza Strip.

Design/methodology/approach: The quantitative and qualitative approaches were adopted ; a structured questionnaire is used to collect the data from a representative purposive sample.

70 questionnaires were distributed to engineers who worked in the Al-Azhar University project in Gaza.

The 55 collected data were analyzed with SPSS software version 22 to identify the mean scores, standard deviations, relative importance, and effect index.

Structured interviews with projects managers were held to verify the questionnaire results.

The outputs from the interviews were descriptively analyzed.

Findings: Ranking results revealed that the mega construction projects face many challenges which hinder the implementation and management of these projects.

It is found that, lack of sufficient liquidity/capital of the contractor, The lack of clarity and delays in decisions making because of its centrality, lack of experience of the contractor's staff in implementing the project, the owner's policy in evaluating bids is usually based on the lowest prices and the siege, the closure of the crossings and the occurrence of incursions and strikes are the main obstacles that face the mega construction projects in Gaza Strip.

The main suggested development factors of implementing the mega construction projects are : understanding the tender documents during the bid pricing and during implementation, hiring a specialized administrative and engineering staff with high experience and competencies, Facilitate the supply of materials from abroad to the contractor and choosing the contract type based on the nature of the work.

Originality/ value: Extracting the lessons learned from the mega construction projects is considered the first and unique study in this field in Gaza Strip.

The findings would guide the owner and contractors to develop the current practice of implementing the mega projects and to avoid the main obstacles that currently existed.
