Arabic Abstract

غرض الرسالة : صناعة البناء هي واحدة من أخطر الصناعات بسبب طبيعتها الفريدة.

تعد السلامة مشكلة حرجة في الدول المتقدمة و النامية خاصة في قطاع غزة، حيث تعاني من ضعف السلامة في مشاريع البناء.

الهدف الرئيسي من هذا البحث هو تقييم ممارسات السلامة في مشاريع البناء في غزة، من حيث دراسة مدى التزام كل من المالك و المصمم والاستشاري و المقاول و العامل بتنفيذ واجباته في المشروع.

تم تحديد الحواجز التي تعيق تنفيذ السلامة في المشاريع و الاستراتيجيات لتحسين ممارسة السلامة في مشاريع البناء.

منهجية البحث تم استخدام نهج كمي في هذا البحث و التحقيق هدف البحث، تم توزيع الاستبانة على عينة تشمل 102 مهندسا ميداني منهم 70 مقاول و 32 استشاري.

تم بعد ذلك تحليل البيانات التي تم جمعها باستخدام برنامج ( SPSS22 ) باستخدام مجموعة من الوسائل الإحصائية و التي تشمل : متوسط الدرجات، و مؤشر الأهمية النسبية، و مؤشر التأثير و تحليل العوامل، اختبار T، و اختبار ANOVA ، و اختبار معامل بيرسون.

نتائج الدراسة : أشارت نتائج الدراسة إلى أن السلطات المختصة ملتزمة بتنفيذ واجباتها في مشاريع البناء، و أهم الواجبات التي يلتزم بها المالك و المصمم و الاستشاري و المقاول و العامل هي : تحديد موقع المواد الخطرة في الموقع، لا يتم وضع أي شيء في تصميم الهيكل يتطلب استخدام إجراءات أو مــواد خطرة على صحة و سلامة الأشخاص، أخذ السلامة و الصحة كجزء أساسي من إدارة المشروع، و توفر تغطية تأمينية لجميع العمال و الإبلاغ عن أي مخاطر في مكان العمل فيما يتعلق بالتحديات التي تعيق تنفيذ ممارسات السلامة في مشاريع البناء، كانت هناك نقص في قواعد الصحة و السلامة و اللوائح و التشريعات و الاستغلال و الفساد، و ضغط العمل مرتفع عندما تقترب المواعيد النهائية و الاختلافات في العمر، مع اختلاف مستوى الوعي كانت أقوى العوامل التي تثير على السلامة في البناء.

و أخيرا توفير برنامج تدريبي لجميع الموظفين، و من تنظيم السلامة و إجراء تفتيش السلامة في الموقع، و أهم الاستراتيجيات لتحسين السلامة في قطاع البناء.

قيمة الدراسة : توضح نتائج هذا البحث أهمية السلامة و أن السلامة الفعلية للمشاريع يجب أن تبدأ في الحد من الإصابات و الحوادت و تقليل العوائق التي تحول دون تطبيق السلامة من خلال تنفيذ الاستراتيجيات.

English Abstract

Purpose : The construction industry is one of the most dangerous industries because of its unique nature.

Safety is a critical problem in developed and developing countries especially in Gaza Strip, where suffer from poor safety in construction projects.

The main objective of this research is to evaluation of safety practices in the Gazan Construction Projects, in terms of examining the commitment of the owner, the designer, the consultant, the contractor and the worker to implement of his duties in the project.

And then identify the barriers that hinder the implementation of safety practice in projects and strategies to improve safety practice in construction projects.

Design/methodology/approach: A quantitative approach was used in this research.

To achieve the research objective, a structured questionnaire survey of 102 field engineers was carried out including 70 contractor and 32 consultant.

The data collected were analyzed with IBM (SPSS) version 22 software using the mean scores, standard deviations, relative importance index, effect index, factor analysis, T- test, ANOVAtest and Pearson's correlation coefficient.

Findings: Ranking results revealed that the competent authorities are committed to the implementation of their duties in construction projects .The most important duties that are committed by the owner, designer, consultant, contractor and worker were : determine the location of hazardous materials in site, does not put anything in the design of the structure requires the use of hazardous procedures or materials on the health and safety of persons, takes safety and health as an essential part of project management, provide insurance coverage for all workers and report any workplace hazards.

Regarding the barriers that hinder to implementation safety practice in construction projects were lack health and safety rules, regulations, legislation, exploitation and corruption, work pressure is high when deadlines are approaching and differences in age, with different level of awareness were the strongest factors that effect to safety in construction.

Finally provide training program to all employees, enact safety regulation and conduct safety inspection on site, the most important strategies to improve safety in construction sector.

Originality/value: The results of this research show the importance of safety and that the actual safety of the projects should be started to reduce injuries and accidents and reduce obstacles to the application of safety through the implementation of strategies.
