Arabic Abstract

لقد لعب التمويل القطري دورا مهما في التنمية وإ غاثة المواطنين في قطاع غزة من خلال من نفذته و ما تزال تنفذه من مشاريع داخل القطاع المحاصر.

و لكن أثير الكثير من النقاش و التساؤلات بين صناع القرار و الداخلين عن الدور الذي لعبه التمويل القطري و أهمية المشاريع المنفذة في قطاع غزة في تعزير التنميه في القطاع.

هدفت هذه الدراسة الى اجراء مراجعة شاملة للدور الذي يلعبه التمويل القطري في دعم التنمية في قطاع غزة بما يتوافق مع أولويات التنمية حسب خطط التنمية المحلية، حيث سعت هذه الدراسة لإيجاد العلاقة بين التمويل القطري و التنمية في قطاع غزة و عملت أيضا على تحديد أكثر قطاعات التنمية المحلية تأثرا بالمنحة القطرية و استكشفت الدراسة رأي صناع القرار القرار في أهم المشاريع الممولة من المسحة القطرية ومدى رضاهم عن هذه المشاريع في تعزيز التنمية في قطاع غزة.

حيث استخدمت هذه الدراسة الطريقة الوصفية من خلال توزيع استبانة على عدد 110 من الأشخاص العاملين في وظائف إدارية عليا في شركات المقاولات و الاستشاريين و ثلاث وزارات حكومية و أيضا في اللجنة القطرية الإعمار قطاع غزة، حيث تم تحليل الاستبانة باستخدام برنامج SPSS و الاعتماد على مؤشر الاهميه النسبي ( Rll ) في ترتيب العوامل في كل جزء حسب اهميتها من الاستبانة حيث تمكنت هذه الدراسة منإثبات وجود عالقة بارزة بين التمويل القطري والتنمية في قطاع غزة وتبين أيضا أن قطاع الإعمار والبنية التحتية هو أكثر قطاعات التنمية تأثرا بالمنحه القطرية في قطاع غزة و أظهر معظم المجيبين اتفاقا واضحا بينهم على أن مشروع مدينة الشيخ حمد بن خليفة آل ثاني الإسكانية من أكثر المشاريع اهميه من ضمن المشاريع الممونه من المنحه القطرية في قطاع غزة.

وأبدى المجيبين رضاهم عن المشاريع المنفذة من خلال المنحة القطرية في قطاع غزة وخصوصا مشروع إعادة إنشاء طريق صلاح الدين حيث حصل على اعلى نسبة رضا من المحبيين.

و تعتبر نتائج هذه الدراسة ذات فائدة كبيرة الصناع القرار و الباحثين في قطاع غزة من خلال ما توفره من فهم واسع للاستفاده من المنح الماليه المستقبلية من الممولين بشكل بما يمكن من تعزيز التنمية في قطاع غزة، و أوصت الدراسة في نهايتها بالعديد من التوصيات و التي كان اهمها أن يتم التعامل بطريقة تعاونية بين المانحين و الحكومة و القطاع الخاص و أصحاب العامة للتخطيط و التصميم و تنفيذ المشاريع المستقبلية بكفاءه عاليه و بما يتوافق مع خطط التنمية المحلية

English Abstract

Purpose:Qatari funding has had a major role in development and relief of Palestinians in Gaza Strip by providing completing several projects in this sieged area.

However, a debate has been arisen between several decision makers and researchers about this role and the importance of the Qatari funded projects in enhancing development Gaza Strip.

The aim of this study wasto provide a comprehensive review of the contribution of the Qatari funding in supporting development of Gaza Strip according to the development priorities issued by the national plans for development.

It is intended to identify the relationship between the Qatari funding and development in Gaza Strip and it explored the development sectors that affected by the Qatari funding and it investigated the most important projects the decision makers satisfaction level about the Qatari funded projects in Gaza Strip.

Descriptive method was used in this study by distributing 110 questionnaire surveys targetingkey managers from the contracting companies, consultants, three ministries and the Qatari committee for Gaza Reconstruction.

Descriptive statistics based on Relative Importance Index (RII) were used to rank and establish the significance of each factor in this study.

The findings showed that there is a significant relationship between the Qatari funding and several development sectors in Gaza Strip.Overall, the respondents agreed that the most significant role of the Qatari funding is in supporting "reconstruction and infrastructure development sector" of Gaza Strip.

Respondents also indicated that, all Qatari funded projects in Gaza Strip are important for development and the most important project from them is"AL sheikh Hamad bin Khalifa housing city".Of particular note, respondents reported that they are satisfied about all Qatari funded projects in Gaza Strip and they have highest satisfaction about "Reconstruction of Salah Al-Din road" project.The findings of this study can be helpful to policy makers, donors and researchers by providing a greater understanding to utilize the future donations in the best way.Finally, the study recommended that collaborative approach should be conducted among the foreign donors, government, private sector and other stakeholders to design, plan and implement future projects effectively and in complete compliance with the national development plans.
