English Abstract

Purpose: The construction industry considered one of the most dangerous industries in terms of occupational safety and health (OSH) which is the responsibilities of all project parties during the project life cycle.

The aim of this research was to investigate the role of the owner in fostering construction safety, during the pre-construction phase in the Gaza Strip.

This has been achieved through three main objectives which determine of owner role in OSH in 1) project planning stage, 2) project design stage, 3) tendering stage.

Design/methodology/approach: reviewing many of previous studies and researches related to the role of the owner in the pre-construction phase was done.

A quantitative survey was designed and used in the research.

109 copies of the questionnaire were distributed and 79 copies were received from the respondents with a response rate = 72.48%.

Also, to support the research results, a case study of construction project in Gaza strip under implementation was applied.

Findings: based on literature review and pilot study to identify the most important factors 9,9&27 were selected for planning, design & tendering stages, respectively with the same modifications.

The results are obtained from questionnaire and finding from case study indicate a lack of awareness of the construction project owners in the Gaza Strip about their responsibilities on OSH practices and clauses in preconstruction phase, and safety culture is still very weakly developed in the construction sector especially in the pre-construction phase which consider a central and basic phase in the project life cycle where the institutional attitude in OSH is determined.

Theoretical and practical implications of the research: Establishing a special unit in the syndicate of engineers in Gaza Strip to review the design and plans and consider their compatibility with new design theories that deal with safety and eestablishing an independent institutional body as a body concerned with OSH issues in all aspects and clauses is necessary to make a real revision for consultant firms and contracting companies' classification criteria with a high priority for OSH issue with considering these issues as a major criterion in the classification of contracting companies while reducing the classification in the event of injuries and deaths at the company.
