Arabic Abstract

الغرض من البحث : تعتبر مؤهلات مدراء المشاريع كأحد العوامل التي تؤثر بدرجة كبيرة في أداء العاملين و التي تحظى باهتمام قليل لدى صناع القرار في صناعة الإنشاءات.

لذلك تم إنجاز هذه الدراسة لاستكشاف العلاقة بين مؤهلات مدراء المشاريع و أداء العاملين في صناعة الإنشاءات في قطاع غزة.

بجانب ذلك فقد سعت هذه الدراسة إلى تحديد أهم المؤهلات المطلوب توفرها في مدراء المشاريع الإنشائية لتحسين أداء العاملين في شركات المقاولات العاملة في صناعة الإنشاءات في قطاع غزة و أيضا هدفت هذه الدراسة إلى البحث عن أفضل الوسائل التي يمكن من خلالها تطوير مؤهلات مدراء المشاريع الإنشائية.

منهجية البحث : تم استخدام طريقة المسح الميداني باستخدام الاستبانة للحصول على البيانات الرئيسية اللازمة لتحقيق أهداف هذه الدراسة.

حيث أنه قد تم إعداد هذه الاستبانة بالاعتماد على المعلومات التي تم تجميعها من مراجعة البحوث و التقارير و الدراسات السابقة حول الموضوع و من خلال إجراء العديد من المقابلات مع خبراء في مجالات الإدارة و صناعة الإنشاءات.

و بعد تدقيق مصداقية وثبات الاستبانة وإجراء الدراسة التجريبية عليها تم توزيع عدد 110 نسخة من الاستبانة النهائية على مدراء المشاريع الإنشائية العاملين في شركات المقاولات من الدرجة الأولى حتى الدرجة الثالثة حسب تصنيف اتحاد المقاولين .حيث تم تجميع عدد 101 استبانة و بعد مراجعتها تبين أن 94 فقط تعتبر صالحة لاستخدامها في الدراسة و التي تمثل نسبة استجابة للاستبانة بمقدار 85.5%.

تم استخدام طرق التحليل الوصفي باستخدام مؤشر الأهمية النسبية ( RII ) و طرق الإحصاء الاستنتاجي باستخدام (( ANOVA في عمليات التحليل الإحصائي باستخدام برنامج 22.SPSS نتائج الدراسة : أظهرت نتائج هذا الدراسة أن أداء العاملين في صناعة الإنشاءات يتأثر بدرجة كبيرة بمؤهلات مدراء المشاريع.

حيث أن نتائج الدراسة أشارت إلى أن أكثر ثلاثة معايير أداء العاملين تأثرا بمؤهلات مدير المشروع هي " الإنتاجية" و" الالتزام بتعليمات العمل" و ثم " العمل بعد أوقات الدوام الرسمية".

بجانب ذلك أظهرت الدراسة أن أكثر مؤهلات مدير المشروع تأثيرا على أداء العاملين في صناعة الإنشاءات هي " مهارات الاتصال و التواصل" و "مهارات إدارة فريق العمل" و ثم " مهارات حل المشكلات".

و بينت الدراسة أيضا أن أفضل أول ثلاثة وسائل لتطوير مؤهلات مدراء المشاريع هي " التدريب في موقع العمل" و " التدريب خارج موقع العمل" و " مراقبة عمل الخبراء".

قيمة الدراسة : تعتبر هذه الدراسة من أوائل الدراسات التي تركز على دور المؤهلات الإدارية في تطوير أداء العاملين في صناعة الإنشاءات .

بجانب دورها في زيادة الجهود في الصناعات الأخرى نحو تحديد و تطوير أفضل مؤهلات مدراء المشاريع.

هذه الدراسة تعتبر ذات فائدة كبيرة لصانعي القرار و الباحثين و العاملين في صناعة الإنشاءات في قطاع غزة.

English Abstract

Purpose: This research aimed to explore the relationship between the project managers' competencies and their employees' performance in Gaza Strip construction firms.

It also aimed to identify the most important competencies need to be provided in the projects managers of the local contracting firms in order to improve their employees' performance.

This study also explored the most effective methods to develop the competencies of the construction project managers in Gaza Strip.

Design/methodology/approach: Questionnaire survey was used for the primary data collection which was prepared on the basis of the data collected from literature review and experts' interviews.

After satisfying questionnaire's validity and relatability and performing a pilot study, stratified sampling method was used to distribute a total of 110 questionnaires to construction project managers working in the first three classes of the local contracting firms.

Out of the 110 distributed questionnaires, 94 questionnaires were received with a response rate of 85.5%.

Quantitative methods using Relative Importance Index (RII) and inferential statistics using ANOVA were adopted for data analysis using SPSS22.

Findings: The findings revealed that, construction employees' performance is highly affected by their project manager's competencies.

The first three measures of the construction employees' performance affected by the competencies of their project manager were; ‘Productivity’, ‘Compliance with work instructions’ and ‘Working after regular working time’.

Whereas, the first three important competencies needed for the construction project managers to enhance their employees' performance were: ‘Communication skills’, ‘Team management’ and ‘Problem solving’.

The best three methods to develop the competencies of the construction projects managers were; ‘Onthe job training’, ‘Off-the job training’ and ‘Observing experienced others’.

Originality/value: This study explored and discussed issues interesting many researchers and decision makers in the construction industry.

Its findings are valuable and can be helpful to the construction industry policy makers and researchers.
