Arabic Abstract
خلفية عن الموضوع مع استعراض للمشكلة صنفت صناعة التشيد كواحدة من أخطر الصناعات، حيث يكون العمال عرضة للعديد من الحوادث والمخاطر.
و وفقا لإحصاية تابعة لوزارة العمل التابعة لقطاع غزة سنة 2017، فإن اجمالي عدد اصابات حوادث العمل بشكل عام 192 إصابة 93 إصابة في صناعة التشيد.
و من الجدير ذكره أن حوادث البناء لها تأثير أيضا على معايير المشروع وأداء العمال.
بالرغم من أن مسؤولية تعزيز الصحة و السلامة تقع على عائق جميع المشاركين في مشاريع البناء إلا أن معظم الدراسات السابقة ركزت بشكل رئيسي على مسؤوليات المقاول عن سلامة مكان العمل في مرحلة البناء.
لذلك ركزت هذه الدراسة على دور مدير المشروع ( ممثل ) المالك في تعزيز الصحة و السلامة خلال مرحلة ما قبل البناء.
الأهداف المرجوة من الرسالة الهدف من هذا البحث هو تعزيز الصحة والسلامة المهنية في مشاريع البناء في قطاع غزة من خلال مرحلة ما قبل البناء لتحقيق الهدف العام من هذا البحث توجد العديد من الأهداف التي يمكن تلخيصها على النحو التالي : تحديد أثر عدم كفاية تدخلات الصحة و السلامة على محددات المشروع، و تحديد أثر عدم كفاية تدخلات الصحة و السلامة على أداء العاملين و إظهار دور مدير المشروع في تعزيز الصحة و السلامة في مرحلة التخطيط التصميم و العطاءات.
) طريقة و منهجية العمل لتحقيق الأهداف : أولا مراجعة الدراسات السابقة لاستخراج أثر التدخلات الغير كافية للصحة و السلامة في مشاريع البناء في جميع أنحاء العالم، و من ثم تحديد قابليتها للتطبيق في قطاع غزة.
و قد تحقق ذلك من خلال دراسة مكتبية و مسودة استبيان.
ثانيا اعداد استبيان لتقييم درجة تطبيق مديري المشاريع ( ممثلي المالك ) لأدوارهم في تعزيز الصحة و السلامة في مرحلة ما قبل البناء.
النتائج وإلى أي مدى تم تحقيق الأهداف كانت أكثر معايير المشروع المتأثرة بعدم كفاية تدخلات الصحة و السلامة ( جودة المشروع و انتاجية العمل.
في حين كان العامل الرئيسي المتعلق بعدم كفاية الصحة و السلامة و الذي يؤثر بشكل سلبي على أداء العمال ( عدم كفاية التمويل المالي للبنود المتعلقة بالصحة و السلامة ).
كانت المرحلة الرئيسية التي طبق فيها مديري المشاريع أدوارهم في تعزيز الصحة و السلامة بشكل كبير هي ( مرحلة تحديد قضايا السلامة من التجربة السابقة باعتباره أعلى عامل فرعي.، ثم ( مرحلة التصميم ) مع وضع خطة عمل في التصميم من خلال جدول زمني مفصل فيه مدة العمليات و مقسم إلى خطوات و أولويات عملية باعتباره أعلى عامل فرعي.
وأخيرا، ( مرحلة العطاء ) مع تأكد من توفير التسهيلات في الموقع للإسعافات الأولية و العلاج الطبي الطارئ في حالة وقوع حادث" باعتباره أعلى عامل فرعي.
الخلاصة و التوصيات تظهر نتائج هذا البحث الوعي الكبير لمدراء المشاريع بدورهم في تعزيز الصحة والسلامة في مرحلة ما قبل البناء توصي الدراسة بقوة بضرورة ( دمج عملية التصميم و البناء، والتعرف على متطلبات التخطيط ) مع العميل، و التأكد من وضع اللمسات الأخيرة على التصميم قبل بدء عملية الإنشاء، و التأهيل المسبق للمقاولين بشأن قضايا السلامة و الصحة، و تتضمين الميزانية المالية للسلامة و الصحة في وثائق العقود.
English Abstract
Background and Problem : Construction industry classified as one of the most dangerous industries, where workers are exposed to accidents and risks.
In Gaza Strip the latest statistic in 2017, there were 192 injuries in occupational accidents, 93 injuries in the construction industry.
Construction accidents also have an effect on the project parameters and worker performance.
The process of promoting safety and health is the responsibilities of all participants in the construction projects.
But the previous studies mainly focused on the contractor responsibilities for the workplace safety in the construction phase.
This study inspected the role of the project manager (owner's representative) in promoting Health and safety during pre-construction phase.
Aim and Objectives: The aim is to promote Occupational Safety and Health in construction projects in Gaza strip through the pre-construction phase to improve worker performance.
The objectives to achieve this aim are: Identify the impact of inadequate safety and health interventions on project parameters, identify the impact of inadequate safety and health interventions on workers' performance, demonstrate the role of project manager on health and safety in pre-construction phase (planning, designing, tendering).
Methodology: First of all, reviews of previous studies to extract the impact of the inadequate health and safety interventions in construction projects throughout the world, and then determine their applicability in the Gaza Strip.
This has been achieved through a pilot study and a draft questionnaire.
Second, the questionnaire has been developed to assess and evaluate the perception of project managers on the degree of applied their roles to promote health and safety in the pre-construction phase.
The sample size was 101; Seventy-seven copies of the questionnaire were returned from the respondents and completed.
Results : The two project parameters mainly affected by inadequate health and safety interventions were (quality & labor productivity).
While the main factor related to inadequate health and safety interventions that negatively affected worker performance was (Inadequate financial provisions for Safety & Health).
The main stage that the PM highly applied for their roles in promoting health and safety was a (planning stage) with "Identify specific safety issues from prior experience" as the highest sub factor, then a (designing stage) with "Plan works at the design phase through a time schedule, citing the duration of processes, divided into steps and any process priority" as the highest sub factor.
Finally, a (tendering stage) with "Make ensure that facilities are provided on site for first aid and emergency medical treatment in the event of an accident" as the highest sub factor.
Conclusions and Recommendation: The results of this research show a great awareness of project managers in their roles in promoting health and safety in the pre-construction phase.
The study strongly recommends that owner representative should integrate design and construction process, recognize client requirement, and ensure finalize design before start construction process, pre-qualifying contractors on safety and health, include the financial budget for H&S in the contract’s documentation.
