English Abstract
The Gaza Strip, is one of the most densely populated places.
Its population is about 1.96 million, and it is expected to increase to 2.1 million by 2020 according to UNRWA estimations.
Its urban development process faces many challenges in accommodating this steady increase, especially in terms of urban growth, infrastructure, and the deterioration in all the aspects of life.
Besides, there are many related urban actors and plans; however, they operate in isolation from each other.
This has led to a process of urban development that is characterized by fragmentation, short- or medium-term plans, and sporadic and relief projects.
Therefore, this study evaluates the current urban development process from a managerial perspective and proposes a collaborative approach that depends on establishing Gaza Integrated Urban Management System (GIUMS).
This system focuses on the collective capacities of all urban actors and enabling them to make informed decisions and actions.
The study also presents a conceptual framework for the GIUMS, which integrates the concept of stakeholders networking, big-data and decision support systems in the urban management and development process.
This means the necessity of tracking, collecting, analyzing and exchanging urban data before embarking on any developmental plan or project.
Also, this necessitates the need to determine the right networking and exchange of ideas and visions among stakeholders at all levels and sectors to achieve comprehensive solutions.
The use of ICT in this aspect as a technique and approach helps to integrate and unify the developmental efforts in various phases of planning and management to ensure the effective participation of all officials, academia, and the private and public sector, each according to their jurisdiction and power.
This study is a qualitative research that focuses on the management of the Gaza Strip, so the used methodology is based on semi-structured interviews with officials in the major municipalities, ministries, local authorities and some academic institutions
